Read the Language Tip on deduction (present & past) and the use of should/shouldn't to express blame and regret in the past. Then, study these sentences.
We use modal verbs to say how sure we are — and should / should have to give advice or express regret about the past.
Modal Verbs — Ministry book p. 42
We use the modal verbs below to express how sure we are about something — what we think is true or guess might be true, either in the present or past.
1. Present Deduction

2. Past Deduction

3. Blame or regret

1. You haven't eaten anything since morning, you … be hungry.
2. It's very cold outside, but the windows are open. He … have forgotten to close them.
3. The alarm didn't go off last night, so it … have been turned off by mistake. I'm sure.
4. There is no food in the fridge. She … have gone shopping this morning.
5. The garden looks wet. It … have rained last night.
6. He … be at home now because his car is not in the driveway.

8. The lights are still on even though everyone left. Someone … forgotten to switch them off.
Plan your essay:
- Introduction — what "urgent precautions" means (renewable energy, sea walls, emissions cuts)
- Body — rising seas · coastal flooding · heat · food and water shortages · economic damage
- Conclusion — why action now matters for Egypt and the world
Target: 180–200 words · use modal verbs (must/might/can't · should have) where appropriate
Listening strategy

Present vs past deduction
must be (now) vs must have been (past). Evidence in the present → present modals; evidence about yesterday → past modals.
Should vs should have
should + base verb = advice now · should have + past participle = regret about the past (e.g. sea walls many years ago).
